“Government Targets “June Syndrome” with Project Spending Reforms”

The government is aiming to curb rushed spending on development projects typically observed in June, referred to as the “June syndrome” by Rashed Al Mahmud Titumir, the finance and planning adviser to the prime minister. Titumir highlighted the sudden surge in expenditures during June, emphasizing the need for continuous monitoring and evaluation of project implementation throughout the year to counteract this pattern.

He criticized the historical trend of plans becoming inactive immediately after adoption, with strategies and targets outlined but never effectively executed. Titumir stressed the importance of the new planning document clearly defining both the vision and the approach to achieving set targets, aiming to rectify past shortcomings in project selection based on favoritism and influence.

Titumir further elaborated on flaws in the previous planning process leading to low implementation rates, delays in appointing project directors, and recurrent time extensions. The proposed planning document is set to introduce reforms to expedite implementation, enhance monitoring and evaluation processes, and establish mechanisms for inter-ministerial coordination, emphasizing the importance of transparent information flow.

He highlighted the cultural shift towards transparency, emphasizing the need for accessible data for analysis by academia and researchers to validate project outcomes against government claims. The reform efforts aim to realign project selection processes with public interests, prioritizing accountability and efficient utilization of public funds.

Titumir stressed the significance of ensuring public scrutiny over project expenditure, underscoring the taxpayers’ right to hold the government accountable. He emphasized the empowerment of citizens through transparent information dissemination to enable informed decision-making.

Concluding, Titumir lamented the diminished authority of the Planning Commission and Ministry, noting their reduced role to hastily approving projects below a certain threshold in the past.
