“Louisiana Cancels $3B Sediment Diversion Project”

Louisiana has been experiencing significant land loss along its coast, with wetlands disappearing at a rate equivalent to a football field every 100 minutes. The state has lost over 2,000 square miles of land since the 1930s due to the leveeing and channeling of the Mississippi River, which has disrupted the natural sediment flow needed for coastal land formation.

In 2023, Louisiana initiated the ambitious Mid-Barataria Sediment Diversion project as part of its $50 billion, 50-year Coastal Master Plan. This $3 billion project aimed to allow the Mississippi River to deposit sediment into the Barataria Basin by creating a controlled breach in the river’s levee. The diversion was projected to introduce approximately 5.5 million tonnes of sediment annually, potentially sustaining or creating up to 17,000 acres of wetlands over three decades.

However, in July 2025, after only two years of construction, Louisiana abruptly canceled the Mid-Barataria project. The decision was influenced by a suspended federal permit, ongoing legal disputes, and opposition from fishing communities concerned about their livelihoods. Despite already spending around $560 million and with $3 billion in dedicated funding still available, the state halted the project. Another related diversion planned for Breton Sound met a similar fate months later. The cancellation highlighted the challenges of executing a large, centralized project in the face of political and economic uncertainties.

Following the cancellation of the Mid-Barataria project, Louisiana shifted its focus to the Myrtle Grove diversion, a smaller and older design compared to the initial plan. This new approach combines a diversion one-fourth the size of the original with mechanical dredging to create a sediment “land bridge.” The cost of the Myrtle Grove diversion is significantly lower at approximately $278 million. While there are debates among coastal scientists about the effectiveness of this smaller diversion in addressing land loss, everyone agrees on the crucial role of sediment in sustaining the basin’s ecosystem.

Louisiana’s experience underscores the importance of considering scale, cost, and delivery methods in coastal restoration projects. Community-based practices like Tidal River Management (TRM) offer advantages over large-scale infrastructure due to their decentralized nature and lower costs. Bangladesh, with its rich experience in TRM in the southwest delta, can draw valuable lessons from Louisiana’s challenges. Implementing sediment bypass channels and expanding TRM should be integral components of projects like the Padma Barrage from the outset, rather than as last-minute additions after natural sediment flows have already diminished.
