“National e-Health Card Implementation Set for June”

The current administration, as promised during the election, is moving forward with plans to implement the national e-Health Card by June this year. This initiative is a significant milestone in developing a modern and efficient healthcare system, a long-standing recommendation from experts and the Health Sector Reform Commission.

The introduction of a unique e-Health Card has the potential to enhance the country’s healthcare system by promoting efficiency, transparency, and accountability. It can elevate the quality of healthcare services, ensure seamless continuity of care, and reinforce accountability within the healthcare framework. Moreover, the e-Health Card could facilitate better utilization of patients’ medical histories for accurate diagnosis, prevent fraudulent patient registrations, establish a robust referral system, introduce tailored family-based service packages, and monitor healthcare utilization and expenses effectively.

In many nations, citizens are provided with either physical or digital e-Health Cards containing essential information such as the patient’s name, photo, health identification number, and a QR code. These cards enable healthcare facilities to swiftly access patient details and medical records from electronic health record systems, thereby streamlining healthcare delivery processes for improved accuracy and coordination.

However, there are deliberations around the design of the e-Health Card, including whether it should be a standalone card or if existing identification numbers like national ID or birth registration numbers should function as the unique health identifier. Different approaches offer distinct advantages and limitations.

International experiences suggest that in most countries, health identification numbers are specifically created for healthcare use rather than relying on national ID or birth registration numbers. This approach aims to safeguard personal privacy, ensure data security, and enhance the efficiency of health information management by using a dedicated health ID for patient information within healthcare settings.

For instance, under India’s Ayushman Bharat Digital Mission, citizens are assigned an Ayushman Bharat Health Account (ABHA) with a 14-digit health identification number linking medical information across various healthcare institutions. Similarly, the UK’s National Health Service (NHS) assigns an NHS number to each patient for identification purposes. In contrast, countries like Estonia integrate the NID number with health information systems, leveraging advanced digital infrastructure and robust data protection measures.

The prevalent consensus supports the creation of a distinct health identification number for e-Health Cards to safeguard personal privacy, ensure health information system security, and accommodate individuals without NID documents, such as children and vulnerable groups.

Implementing an e-Health Card is not just about distributing cards; it necessitates a comprehensive digital health ecosystem comprising essential components. This includes establishing an electronic medical record system, a shared integrated health information platform for secure data exchange, and hospital automation supported by adequate technological infrastructure and skilled human resources.

Ensuring data security, privacy, effective governance, and sustainable financing are vital for the successful implementation of the national e-Health Card system. Pilot projects, integration with existing health systems, gradual enhancement of grassroots health facility capacities, and public awareness campaigns are practical steps that can contribute to the success of the initiative.

With the right infrastructure, skilled workforce, governance structure, and financial planning, the e-Health Card initiative holds the promise of transforming Bangladesh’s healthcare system into an integrated, efficient, and accessible service for all its citizens. It is crucial to lay the groundwork now to ensure a successful rollout of this initiative.
