“Bangladesh, South Korea Sign CEPA to Boost Post-LDC Growth”

Bangladesh and South Korea have recently inked a Comprehensive Economic Partnership Agreement (CEPA) after a year-long negotiation process, culminating in the signing on August 4, 2026. This significant agreement comes ahead of Bangladesh’s impending graduation from the Least Developed Country (LDC) status in November 2026. The CEPA marks a notable shift in Bangladesh’s trade policy, transitioning from unilateral trade preferences to mutually beneficial economic partnerships.

As Bangladesh prepares to graduate from its LDC status, it must transition from relying on unilateral concessions to forging bilateral and regional partnerships. The CEPA with South Korea is a crucial component of Bangladesh’s evolving trade, investment, and economic strategies post-LDC graduation.

The CEPA encompasses various aspects such as trade in goods and services, investment, rules of origin, customs procedures, sanitary and phytosanitary (SPS) measures, technical barriers to trade (TBT), digital trade, intellectual property rights, and economic cooperation.

A key element determining the benefits for Bangladesh under the CEPA is the rules of origin, particularly significant for industries like garments reliant on imported raw materials and intermediate inputs. To maximize the benefits of duty-free access, exporters must meet origin requirements efficiently without incurring excessive costs or administrative complexities.

Monitoring the preference-utilization rate is crucial for Bangladesh to gauge the effectiveness of the CEPA in facilitating exports to South Korea. Clear guidance from government agencies and business groups on rules of origin, customs procedures, SPS requirements, and technical standards in South Korea is vital, especially for small-scale exporters lacking specialized compliance resources.

In addition to goods trade, services and digital trade play significant roles in the CEPA, offering opportunities for Bangladesh in sectors like IT, professional services, and knowledge-driven industries. However, actualizing market access into exports requires a strategic approach identifying potential South Korean services markets, enabling domestic companies to access these markets, and meeting regulatory requirements.

The CEPA’s long-term benefits for Bangladesh lie in attracting investments and technology from South Korea, particularly in advanced sectors like electronics, renewable energy, and digital industries. The focus should not only be on increasing FDI volume but on attracting high-quality investments that foster skills, technology transfer, and collaboration with local companies.

While the CEPA may lead to a rise in South Korean exports to Bangladesh and concerns about trade deficits, the emphasis should be on the quality and significance of imports that enhance Bangladesh’s industrial productivity and competitiveness.

The complexity of modern trade agreements underscores the need for Bangladesh to enhance its capacity in implementing and monitoring agreements effectively. Dedicated monitoring mechanisms should track key indicators like export growth, services exports, FDI inflows, and technology transfer to ensure the CEPA’s success.

The Bangladesh-South Korea CEPA presents substantial opportunities for Bangladesh to boost exports, attract investments in high-value industries, and integrate new technologies and skills. Effectively leveraging these opportunities can significantly impact Bangladesh’s economic trajectory post-LDC graduation.
