Chattogram port has set an ambitious target to achieve complete paperless operations by December 2026, a move welcomed for its potential to enhance efficiency and transparency. The Chittagong Port Authority (CPA) recently unveiled a series of measures to expedite the transition to digital processes. These initiatives include the generation and collection of container and consignee bills through the Terminal Operating System (TOS), 24/7 availability of online payments, fully online e-gate passes, gate-in and gate-out operations, and integration of various functions like time-slot management, online cart tickets, e-gate challans, and vessel e-NOCs into the TOS.
While these technological advancements signify significant progress, a recent incident highlighted the importance of user-centric design in digital systems. An abrupt payment change at the port led to protests from stakeholders who faced disruptions due to account-related issues with the designated bank. This incident underscores the necessity of aligning digital processes with users’ actual requirements to avoid operational challenges.
Chattogram port has already made strides in digitalization, launching the “CPA Sky” platform to streamline port and customs services. Efforts to integrate import cargo-delivery documentation into the upgraded TOS further demonstrate progress in digital transformation. However, the upcoming challenge lies in ensuring widespread adoption of these digital systems across the port community, which comprises various entities like clearing agents, shipping agencies, importers, exporters, and customs officials.
To facilitate a smooth transition, proactive measures such as user testing, comprehensive training programs, and enhanced support mechanisms are crucial. The reliability of digital systems, adherence to regulatory requirements, and interoperability with relevant agencies are paramount considerations for achieving a truly paperless port environment. Success in digitalization should be gauged not just by the number of online services but by the reduction in physical visits, printed documents, and manual interventions, reflecting a seamless digital experience for users.
