“FIFA Fines Israeli Football Association for Anti-Discrimination Violations”

FIFA has fined the Israeli Football Association (IFA) 150,000 Swiss francs ($190,700) for violating its anti-discrimination obligations.

An investigation by FIFA’s disciplinary committee found that the IFA did not adequately address instances of racist behavior by Beitar Jerusalem, as reported by the Palestine Football Association in October 2024.

While the Palestinian FA had requested a suspension of the IFA, FIFA decided to impose a financial penalty instead, citing the IFA’s failure to adhere to FIFA’s principles and listing several racist incidents within Israeli football.

The disciplinary committee criticized the IFA for its insufficient sanctions against Beitar Jerusalem for their discriminatory conduct, including the use of racist slogans and chants directed at Arab players.

The IFA was issued a warning and instructed to display a prominent banner at their next three FIFA competition home matches with the message “Football Unites the World – No to Discrimination.” Additionally, the IFA must allocate a portion of the fine towards implementing measures to combat discrimination and prevent future incidents.

The report also highlighted the IFA’s lack of response to political messaging within Israeli football, emphasizing the need for the IFA to actively condemn racism, launch anti-discrimination campaigns, and promote inclusivity among players of all backgrounds.

– Israeli Clubs in West Bank Issue –

Regarding allegations of Israeli clubs operating in the West Bank participating in Israeli leagues, FIFA’s governance, audit, and compliance committee stated that no action would be taken due to the complex legal status of the West Bank under public international law.

In 2024, United Nations experts highlighted the presence of Israeli clubs in “Israeli colonial settlements” in the West Bank and urged FIFA to uphold human rights principles in sports, emphasizing that sporting autonomy should not undermine fundamental human rights.

Notably, the West Bank is home to over 500,000 Israelis residing in settlements considered illegal under international law, alongside a significant Palestinian population.
