The Ministry of Civil Aviation and Tourism has responded to a previous article titled “Lord of the wings” published on February 6. In a statement by Public Relations Officer Tariqul Islam, the ministry aimed to clarify several issues under contention.
Regarding the licensing matter of Akij Bashir Aviation Limited, the Ministry of Civil Aviation and Tourism expressed strong disapproval of terms like “unabashed cronyism” used without concrete evidence to support such claims. The Civil Aviation Authority of Bangladesh (CAAB) follows strict procedures for processing AOC applications in line with ICAO Annex regulations. These procedures are consistently applied to all applicants, ensuring fairness and adherence to standards. The ongoing assessment of Akij Bashir Aviation Limited’s application is being conducted within the established regulatory framework, demonstrating CAAB’s commitment to transparency and equity in the certification process.
Additionally, it was clarified that the advisor does not hold a position within the civil aviation authority of Bangladesh, and being a shareholder in a company does not constitute a conflict of interest by itself.
In another aspect, the appointment of Bashir Uddin as Chairman of Biman was made in compliance with relevant laws and policies, and it was emphasized that no violation of the law occurred in this regard. The advisor’s role in multiple ministries and institutions was defended, highlighting that similar arrangements have not raised conflict of interest concerns elsewhere.
Addressing the aircraft procurement initiative involving Boeing, it was clarified that the process aligns with approved government policy and established procurement frameworks. The ongoing negotiations aim to secure the best outcome for the national flag carrier, following a thorough evaluation process conducted by specialized committees.
In response to the ministry’s clarification, concerns about conflict of interest were reiterated, particularly regarding the Akij Bashir Aviation license and the adviser’s role in Biman. The article raises questions about the independence of the Biman board and highlights contradictions in the statements made regarding the Boeing procurement process. The concerns revolve around the potential ethical and legal implications of these decisions, emphasizing the need for transparency and accountability in such matters.
